Foreword – HASSRA Wales Chair
Dear Colleague
I am really pleased to be able to introduce the annual report for 2010. I think it has been said many times before but the economic circumstances have made it one of our most challenging years for our businesses for some time, and that includes HASSRA. That said it is encouraging to see the levels of activity across the region highlighted in this report and in particular the success we have had in national competitions.
The year also saw some staffing changes with Dave Thomas leaving the HASSRA team to take up a post at Companies House following the HASSRA Teams reorganisation that saw the Regional Assistance posts go across the whole of the National Team. Tina Street also departed from the Valleys again under the organisations staffing changes and Corrine Williams took temporary reigns of the region, as the Acting Regional Business Partner. I wanted to extend my thanks to all the team for their efforts in what has been a very challenging year.
Looking forward, as the wider DWP organisation undergoes further changes I see it as being ever more vital that we have a flourishing HASSRA organisation locally. Clearly, if we are going to achieve this, we are going to need to rely more and more on members taking up volunteering duties; if we are to maintain and build on the successes we have achieved in the past, I would ask each and every one of you to encourage colleagues to come forward and get involved. I fully appreciate how difficult it is for people to find time to volunteer, but I would urge all of our members to think about what they might be able to do for HASSRA Wales in the year ahead.
We have a fantastic network of clubs across the Welsh Region and they are the backbone of the organisation and without their volunteer driven support, we wouldn’t have achieved the massive totals raised for charity which amounted to approximately £30,000 in total. All of this was and will continue to be hugely appreciated.
I think we have achieved so much across the region this year and I’m really grateful for all the help and support I have received along the way. It would be impossible to list you all personally – but thank you!

* Organisational and operational changes to HASSRA and businesses during 2010 have seen a number of people occupy various positions within the HASSRA Wales structure. Changes have also seen the cessation of the Regional Assistant job role.
Regional Business Partner’s Report
Membership & Recruitment
HASSRA Wales again put great emphasis on ensuring its membership figures remained buoyant against the staff reductions across the whole of DWP. Between December 2009 and March 2010, our membership figures increased from 4375 to 4736; this was a notable increase experienced by the HASSRA region during this period. Membership levels at the 31st December 2010 stand at 4484 which is a 4.18% decrease on the previous year. This decline was inevitable, given the reductions in staff headcount in DWP. However, staff headcount is declining at a much faster rate than our membership, so our penetration level is increasing.

To help us maintain current membership levels and counter any negative effects that the recent Government Spending Reviews could have upon them, it is anticipated that our future strategy will revolve around supporting local clubs and offices in attracting new members.
Live Well, Work Well Events
Live Well, Work Well events throughout the region have given us an opportunity to recruit new members; our involvement has entailed the Regional volunteers attending and proactively selling the HASSRA message to attract new members to the association. Promotional well being items have been given to existing and new members, and throughout this activity we have been supported by office managers, local clubs and co-coordinators.
Local Clubs
The number of HASSRA clubs within HASSRA Wales increased from 40 to 41 during 2010, and we supported the setup of new clubs wherever we were able to such as Port Talbot who officially launched with the help of a start up grant in 2010.
The improved Running Staff Clubs guidance on the intranet has proved to be a big assistance to clubs and officials, and the “Buddy” system, whereby members from our Regional Board of Management (BOM) support specific local clubs is likely to be launched in 2011. This system advises clubs on any problems they encounter and has proved successful in other HASSRA Regions.
The “Buddy” system will assist the Regional Team and BOM in keeping abreast of potential staff movements, office closures and declining membership. As a Region we aim to prevent clubs closing and encourage existing clubs that have active membership to take on other offices not covered by a club.
Presidential Support
The support received in 2010 from our President, Linda Badman, proved crucial in helping our region to progress. Linda has continued working to support and promote HASSRA and keep everybody proactive which has been well appreciated.
Supporting Our Volunteers
The changes brought about by the HASSRA Modernisation Programme mean that we are almost completely dependent now on volunteer support to run our Regional programme, any National events we host and to effectively manage our region. HASSRA Wales has very much stolen a march here, as the new National structure with volunteer support was already well established within the Welsh Region. Therefore the impact felt in many of the other regions was very much overcome in HASSRA Wales.
There is now only one employed Regional Business Partner for the region, whose main role is to focus on membership recruitment, volunteer training and development and sponsor/business engagement. The role of Regional Assistant has been dispensed with nationally.
We have been actively encouraging and facilitating more volunteer involvement in organising and running events and will continue to do so. By the end of December 2010 we had organisers in place for virtually all our events and have advertised any vacancies this in turn has generated interest form five new volunteers.
The Region has also signed up to hosting a number of Volunteer workshops to assist individuals in there undertakings. The first of these is due to take place on the 31st April 2011 and the agenda for the day will include amongst other things a workshop to look at the HASSRA Volunteer Manual, developed by National HASSRA. This comprehensive document will assist them in running of the wide range of events we organise.
Volunteers are invited to attend our Regional BOM meetings as observers (up to 2 people are permitted to attend any one meeting) to help them develop their understanding of HASSRA, and we encourage all new Club Officials to participate in the Running Staff Clubs courses arranged by DWP.
AGM 2009
Our annual AGM 2009 was held on the 5th March 2010 at the Park Inn Hotel, Cardiff and there were 29 members in attendance. In light of this low figure there has been an assurance by the Regional Office to encourage attendance at future AGM’s and attendance for the AGM on the 1st April 2011 currently stands at 43 which is very pleasing.
As well as highlighting what has happened during the year, we also take the opportunity to recognise our leading achievers and unsung hero’s through Regional Annual Awards.
National HASSRA Database
The National HASSRA database has been set up to provide information on members. It is hoped that the database will help us in many ways, including identifying members’ interests and potential volunteers. The on-line membership application form introduced during 2009 has made applying for membership easier and has brought about a reduction in administration for the National HASSRA Team.
Communicating with Members
We pride ourselves in communicating news and information as widely as possible in order to publicise our portfolio of benefits and issue details of our programme of events as far in advance as possible. We make full use of the intranet, internet and e-mail to communicate with our members, but we need to look at communication to our retired members, as this could do with improving and it is the Regional Office’s intention to improve this particular line of communication in 2011.
We are grateful to the willing volunteers who act as distribution points, passing on our e-mails and distributing our Regional and National publications; their activities have helped maximise our contact with members. We have also added members who are not covered by a Club Representative or designated distribution point to our e-mail lists to ensure they do not miss out.
Intranet & Internet sites
Towards the end of 2010, due to reductions in HASSRA staffing all HASSRA regions sought volunteers to administer their regional HASSRA intranet and internet pages. The webmasters for our region are James Cook and Mark Begley who will aim to update the pages on a weekly basis. Mark and James will in time, put in place new processes to ensure that the Intranet pages are being kept up to date and utilised for all regional promotions or event notifications.
HASSRA Headlines
We have remained proactive in ensuring that details of the events and activities that contribute to the lives of members from all strands of HASSRA Wales have been captured for publication in the National HASSRA magazine, HASSRA Headlines, in 2010.
The HASSRA Wales discount refund scheme continues to go from strength to strength following its launch in 2009. Members are able to apply for a discount for concert, theatre and non sporting events and theme park attractions within Wales. The discount amounts to 25% or £25.00 whichever is the lower and the offer is open to members and if accompanied, their immediate family i.e. partners / children / single person member plus one. Applications for 2010 stood at 127 with a total refund going to members of £2476.10
2010 was a year of consolidating what benefits we had; due to the reduction in HASSRA staffing and other pressures, this proved difficult to progress as much as we wanted to. Despite this, our Centralised Finance Team were able to administer and provide discounted tickets for:
• Festive Gift Fair
• Good Food Show
• Hobby Craft Show
• Gardeners World
• Sleeping Beauty
For many of our members, the HASSRA Wales package is a significant reason why they choose to join or retain their membership; we are pleased therefore to be able to continue offer a raft of varied and highly worthwhile membership benefits which are attractive to members and provide good value for money.
Our primary benefit activity remains in the promotion and maintenance of our range of cinema ticket sales; we now have most of the major cinema chains as part of our portfolio. Subsidised ticket sales continue to be a major factor both in terms of HASSRA membership recruitment and retention, but we have had to pay an increased price to the suppliers of our cinema and theme park tickets during 2010. This increase we have had to pass onto members, which means our ticket range is not as favourably priced as before.
The National figures show sales of cinema tickets have dropped from 200,000 in 2009 to 83,572 in 2010 and that theme park tickets have dropped from 28,525 in 2009 to 13,687 in 2010. This is of concern to us, including National HASSRA who are constantly reviewing the levels of discount we are offering. Consequently we are proactively looking at other benefits we could offer to ensure we maintain a suitable package of benefits and activities to attract and retain members.
Regional Programme of Events
HASSRA Wales aims to try and provide a little something for everyone. We consider ourselves flexible when it comes to the activities and events we have in our programme and, keen to embrace the needs of all our members, we regularly invite members to suggest new areas we should pursue.
In 2010 we continued to support a full and varied programme. Participation has been slightly down on figures for 2009; as a result we have not been fully represented at all of the National competitions held in 2010, which is something the HASSRA Wales Board of Management is going to address over the earlier part of the year and the volunteer workshop event will be pivotal in pulling together an action plan to achieve increased participation.
HASSRA Wales Sports Day
In 2010 we staged the 37th HASSRA Wales Sports day with a total of 574 participants ensuring this event is still a highlight in the Regional Programme.

Special Event 2010 – Canterbury University
We had a full team at the HASSRA Special Event in Canterbury in September 2010 and were placed as follows in the following competitions:
• Poker - 6th Overall
• Football - 8th Overall
• Give Us A Clue – 8th Overall
In a separate HASSRA’s Got Talent competition (held at Special Event), realising that the HASSRA Wales region had no entry, Dave Thomas gallantly step forward to represent his country and perform his own take on the Barry Manilow classic – Copacabana. I think everybody would agree this was a very unique performance and won’t be easily forgotten.
Overall we came eighth at Special Event, which is slightly disappointing but without an entry in the Netball, it meant the region were really up against if from the outset. On a positive note though, the region showed the true Welsh Spirit and pulled together magnificently.
Lottery
In 2010, 46 HASSRA Wales members won a total £41,500.00 on the National HASSRA Lottery, plus one very lucky car winner Sharon Stephens in the September Draw.
HASSRA 75th Anniversary Regional Event
Drayton Manor Family Fun Day
On the 22nd October 2010, HASSRA Wales hosted it HASSRA 75th Anniversary celebrations at Drayton Manor Theme Park in Staffordshire. After much deliberation during planning meetings it was decided that the £5000 National subsidy received from HASSRA National for it Diamond Celebrations would be best utilised with a family themed day.
The region decided to offer members and their families, as subsidised day out to include:
• Transport to and from the park
• Entry to the park and all attractions
• Tea/coffee/squash on arrival
• Basket meal and drink at lunchtime
• Free 75th Prize Draw
This was then offered to members at a fantastic price of £10.00 for an adult and £5.00 for a child. So on the morning of the 22nd October, seven coaches departed from all corners of the Region taking a total of 291 members and their families to a fun filled day at one of the UK most prestigious theme parks. The feedback the regional office received following the event, clearly indicated how grateful members were for the generous offer and it is the regions intention to continue with something in a similar vein, for 2011 and beyond.
National / Inter-Association Championships
2010 continued to see HASSRA WALES continue its successes at National level in both HASSRA and CSSC events, with many a trophy returning to the regions already burgeoning trophy cabinets. Some particularly notable successes were:
• Golf – Jean Romanic Ladies Scratch Winner
• Pool – Jane Doig Ladies Winner and John Williams Men’s Runner up
• Mixed Rounders – Losing Semi-Finalists
• Football – Runners up HASSRA Challenge Cup
• Squash – Sian Hughes Ladies Singles Winner, Nigel Williams Men’s Plate Winner
• Fly Fishing – Inter-Association Winners
• Badminton – Mens Doubles Winners & Mixed Doubles Winners
• Chess – Mark Thomas Overall Winner
CSSC Activity
HASSRA Wales continues is strong links with CSSC and has competed in no less than 23 CSSC events, these include hockey, darts, touch rugby, swimming, bowls, football, cricket, Celtic Games. To blow the regions trumpet and achievements here are some notable successes:

HASSRA Development Scheme
In 2010, three of our members applied for a Development Grant. The following 2 were successful in bidding for financial support from HASSRA:

• Suzanne D’Auria (Llanelli) for Swimming

Conclusion
Despite all the changes and reductions taking place within Departments and HASSRA as the 2010 Spending Reviews take effect, 2010 has nonetheless been a remarkably successful year for HASSRA Wales particularly in the sporting arena.
The region continues to invest time developing its club network which stands at 41 Local clubs this is one of the highest across all regions, bearing in mind our membership against staff in post, is also considerably higher then the average across all regions.
Mention must be made of the amounts our clubs have raised for charities which has been particularly impressive – nearly £24,000 has been raised – and it has also been a massive achievement for us to be
able to increase membership and participation in our Regional events in these times. Most of the credit for this achievement must go to our small army of volunteers and organisers, all of whom have worked tirelessly in support of our aims and activities.
Whilst the future of the Organisation enters unchartered waters, we hope that HASSRA Wales continues to keep its ship steady whilst battling against the storm and tempest on the horizon, in the form of further staffing reductions and organisational changes.
Finally, a big thank you to everyone who contributed to HASSRA during 2010. You have demonstrated that once again HASSRA Wales keeps a ‘very warm welcome in the hillsides’ and here’s to even greater things in 2011.

The grand total of £22,292.48 above represents charity donations made by 15 of our 41 clubs and only those donations that have been notified to the Regional Office, so the figure may even be in excess of this total.
It is further noted that offices organise charity fundraising separately from HASSRA and so the true figure raised by HASSRA members and colleagues alike is undoubtedly much, much higher. Well done to all whom organised fundraisers and thank you to all whom donated.

Regional Pool
A good turn out of players considering played on a Saturday. 2009 has been a very successful year for HASSRA Wales pool as Jane Doig and John Williams had won the national championships. Therefore we were looking for 2010 to be the same. The regional competition was held in the usual venue which is ideal and been used for many years.
The first round was played in a round robin group format so that competitors got plenty of games. The winners and runners-up from each group then went on to play in the semi finals. The semi finals were between Steve Mathews v John Williams and Nick Aimeloglou v David James-Jones. Both semi-finals were close and could have gone either way but eventually John and Nick progressed to the final.
In the final John showed his class to beat Nick and go on to National Championships and defend his title.
As Jane was the only entry she automatically went through to National Championships. Jane is hoping to win this title for the third successive year.
Jane did win the nationals for third year running and John was defeated in the semi-final.

Regional Sea Fishing
The HASSRA Wales boat fished from Penarth on the 11th June 2010. 8 people turned up and the Leah James boat left the lock at 8.00am. We sailed down the coast to the Aberthaw area. Despite the calm sea and good tide, the initial fishing was slow due to a brisk easterly wind, but Peter Maidment went into an early lead catching two smoothounds of about 7lb each in weight and a conger eel.
As the tide eased more fish were caught but they were mainly small dogfish of between 1 and 2lbs in weight. Simon Clargo caught enough to take over the lead. We then moved to deeper water looking for bigger fish and fished around a newly discovered wreck in the middle of the Bristol Channel but just as the fish started feeding we had to move again, as a Trinity House maintenance vessel needed to relocate the marker buoys around the wreck.
We then reconvened to a nearby deep gulley where Steve Maidment caught a couple of thornback rays of about 7lb and took the lead. As the tide got stronger, so we moved back inshore. By now the wind had changed to a westerly direction and the fishing improved. The competition turned into a three horse race between Simon Clargo, Paul Watkins and Steve Maidment. Simon took the competition with a catch of 16 fish; Paul Watkins was second with 15 and Steve Maidment third with 14. Steve had the consolation of winning the biggest fish with a 10lb starry smoothound.
In total 89 fish were caught and thanks must be passed on to the skipper Russell Lloyd who took good care of everybody with a plentiful supply of hot drinks,

Regional Chess
The competition kicked off in March 2010 with a healthy 19 entrants. Preliminary matches took place in the evenings and weekends. By mid March we had four qualifiers representing geographical regions of Wales.
Bangor Contact Centre hosted the Finals Day and there were some close fought games, with Mark Thomas being the standout performer and hammered Simon Richardson in the Final. Mark Thomas then stormed to glory in the HASSRA National competition and was crowned outright winner.

Regional Coarse Angling
The 2010 competition was fished at the Whitesprings Fishery nr Pontardulais, Swansea. The venue offered both great fishing plus the added advantage of having its own well appointed and reasonably price accommodation on site. The latter suited the strong contingent of six North Wales anglers who made the journey south.
The weights recorded were the best set of results we have ever had in the competition in the last ten years. Everyone enjoyed the venue hospitality and the owner Vince Lloyd even chipped in with a couple of prizes.
The organiser Dave Gough won the competition but was disappointed to learn that his family holiday would clash with the dates for the National event, so knew he wouldn’t be able to go. Dave won with a weight of 52lbs 4 oz which were mainly carp.
In the National Competition the Welsh Team didn’t set the angling world alight this year with their performance but then again they never have, the team personifies the old adage – It’s the taking part that counts!!!!!

The numbers were significantly down on previous competitions and 2010 saw just 8 competitors taking part due to the lack of authorised Special Leave. Each round was played over the best of 5 frames with the quarter final losers playing a plate competition.
It was good to see that there was new winner in 2010, Stephen Lane, instead of the usual suspects as this provides a new opportunity for an individual to represent the region in the National event.
